Trump’s team also did not sign agreements with the General Services Administration and the Justice Department, which would have provided additional resources and allowed for background checks on Cabinet nominees. The White House expressed disappointment with Trump’s team’s decision but stated they would facilitate a smooth transition as required by the Presidential Transition Act. The agreement with the White House requires Trump to publicly post an ethics plan for the transition team, which was uploaded on the GSA website. The lack of agreements with the GSA and the Justice Department has raised concerns among lawmakers. Both Trump’s team and the Justice Department did not immediately respond to requests for comment on the situation.
