The Indiana State Board of Accounts (SBOA) has recently completed an investigation into the Clay City Town Council, uncovering questionable credit card transactions, overpayment of compensation, and unauthorized payments. Former Clerk-Treasurer Karla Pipes has been implicated in $385,022.20 in missing funds, with allegations of improper transactions. The SBOA’s report has been forwarded to multiple authorities, including the Clay County Prosecutor’s Office and the Indiana Attorney General.
During the investigation, it was discovered that Pipes made numerous unauthorized transactions, including payments to a personal credit card and overpayments to herself. The SBOA also found that Pipes failed to make timely payments to state departments and financial institutions, resulting in penalties and charges of $2,582.31 for the town.
Pipes has been asked to reimburse the town for the missing funds and unauthorized payments, as well as cover the costs of the special investigation, totaling $36,430.47. The Federal Bureau of Investigation is now involved in further investigating the matter. Various agencies involved have declined to comment further on the ongoing investigation.
