Rwanda-backed rebels have tightened their grip on Bukavu, the second major city to fall under M23 control in the Democratic Republic of the Congo’s east since late last month. The rebels captured the city of 1.3 million people after it was abandoned by Congolese forces. As the rebels entered Bukavu, the streets were flooded by residents attempting to leave and looters taking what they could find.

The rebels, supported by about 4,000 troops from Rwanda, are the most prominent of over 100 armed groups vying for control of valuable minerals in the region. These minerals are crucial for technology around the world. The M23’s advance has raised international concern, with UN Secretary-General Antonio Guterres urging to avoid regional escalation.

French President Emmanuel Macron has called for an immediate ceasefire, withdrawal by the rebels, and the safe return of Congolese authorities to Bukavu. The city’s border crossing to Rwanda was closed, along with most shops and stores, as residents and business owners braced for the rebels’ entrance into the city center. Despite the takeover, people gradually started coming out again on Monday morning as rebels patrolled major intersections.

The situation in Bukavu is part of a larger conflict in the DRC’s eastern region, with armed groups fighting for control of valuable resources. International efforts are being made to de-escalate the situation and restore order to the city.
