Indiana lawmaker suggests prohibiting transgender girls from participating in women’s collegiate sports


Indiana State Rep. Michelle Davis, R-Whiteland, has proposed a bill which would ban transgender girls from playing on women’s college teams in the state. The bill, HB 1041, would require state colleges to categorize athletic teams as “male,” “female,” or “coeducational,” and prevent biologically male athletes from participating on female teams.

The legislation would also mandate schools from outside Indiana to disclose any biologically male athletes on their female teams when competing against Indiana teams. State colleges would need to establish grievance procedures for any violations of these rules, with non-compliant schools facing civil action.

Rep. Davis has previously authored a bill prohibiting transgender girls in K-12 schools from competing in sports based on gender identity, which overcame a veto by Gov. Eric Holcomb. She has also introduced a bill preventing state physicians from providing gender transition procedures to individuals under 18, with civil enforcement actions included.

Indiana Attorney General Todd Rokita has spoken out against a court decision allowing a state inmate, Autumn Cordellioné, to receive gender transition procedures while imprisoned. Rokita argued that prisoners, like Cordellioné who is convicted of murdering an 11-month-old baby, do not have a constitutional right to taxpayer-funded gender transition surgeries.
