Advancement of Technology and Skill Training at the forefront of the Industrial Agenda


China’s Education Minister, Huai Jinpeng, outlined the country’s efforts to cultivate a new generation of talent aligned with strategic science and technology advances and evolving industry needs. In a recent interview after the third session of the 14th National People’s Congress, he emphasized the importance of focusing on technological development and national strategic needs, enhancing innovation capabilities, optimizing higher education, and adjusting talent cultivation models.

The Government Work Report submitted to the national legislature highlighted the need for a highly skilled workforce, with a focus on fostering talent with expertise in key areas and nurturing innovators. China is expanding its Outstanding Engineer Education and Training program, establishing 40 national-level academies to facilitate education, science, and industry integration. More than 2,000 chief engineers and 10,000 enterprise engineers have partnered with universities for curriculum development and student mentoring.

To promote talent in emerging fields such as artificial intelligence and biotechnology, China will accelerate the development of fundamental disciplines and establish demonstration zones for industry-education integration. The ministry aims to revise the higher education layout, focusing on improving discipline structures and talent cultivation models. Vocational education will play a critical role in contributing to the development of modern manufacturing, with 70 percent of skilled workers in the sector coming from vocational programs.

Huai emphasized the importance of the education system adapting to technological changes and staying ahead of trends. A national monitoring system will track supply and demand trends for students with different academic degrees to ensure that education reforms align with technological and industrial development. Ultimately, China is committed to fostering talent that drives scientific and technological innovation while contributing to national development and global progress.
