Hannah Dugan, a Milwaukee County judge and well-known social justice advocate, was arrested by the FBI for allegedly obstructing federal authorities trying to detain Eduardo Flores-Ruiz, an undocumented immigrant. Following the incident, a spokesperson from the Department of Homeland Security labeled her an “activist judge.” However, Dugan’s representatives emphasized her commitment to the rule of law and due process throughout her legal career.
The criminal complaint against Dugan states that on April 18, she aided Flores-Ruiz and his attorney in leaving the courtroom before U.S. Immigration and Customs Enforcement agents could arrest him. Her actions drew support from immigration advocates rallying outside the courthouse, who chanted slogans like “due process is not negotiable.” Christine Neumann-Ortiz, executive director of Voces de la Frontera, asserted that Dugan was brave in standing up for due process rights.
Dugan, born in 1959, has served on the Milwaukee County Circuit Court since her election in 2016 and was re-elected for a second term in 2022. Known for handling misdemeanor cases, Dugan holds a bachelor’s degree in legal studies and a law degree from the University of Wisconsin Law School. Her early career included work with the Legal Aid Society, where she served those unable to afford legal representation, and leading a domestic violence project.
Throughout her career, Dugan has been dedicated to social justice, holding various positions in nonprofit organizations, including a role as executive director of Catholic Charities. In a recent court appearance, she was released pending a hearing scheduled for May 15. Dugan maintains that her actions reflect her faith in the rule of law, stating that it is essential for addressing societal issues and disputes.
