Ohio and Indiana Attorneys General Announce Ban on Robocaller Behind Billions of Calls

Ohio and Indiana Attorney Generals Secure Permanent Ban on Notorious Robocaller

COLUMBUS, Ohio (WKRC) — In a landmark victory against illegal robocalls, Ohio Attorney General Dave Yost and Indiana Attorney General Todd Rokita, along with their counterparts from six additional states, have successfully imposed a permanent ban on John Spiller, the Texas-based robocaller linked to billions of unlawful calls, including millions targeting Ohio residents.

A federal judge in Texas recently found Spiller in contempt of court, delivering the strongest penalty available. He is now barred from starting any new telecommunications ventures and is prohibited from collaborating with accomplices who previously aided his operations. Spiller must also pay over $600,000 in attorney’s fees due to violations of a 2023 court order that prevented him from making or facilitating robocalls.

Operating through multiple businesses—including Rising Eagle Capital Group and JSquared Telecom—Spiller utilized VoIP technology to serve telemarketers, significantly contributing to the surge of robocalls, many of which were directed at individuals registered on the Do Not Call Registry. Despite previous court rulings, he attempted to evade restrictions by launching new operations under aliases.

This ruling serves as a stern warning to other bad actors in the telecommunications sector that they cannot circumvent legal orders through deceptive practices. Alongside Ohio and Indiana, attorneys general from Arkansas, Michigan, Missouri, North Carolina, North Dakota, and Texas supported this enforcement action.
