Mayor Launches Streets to Home Indy Initiative to Combat Homelessness by 2028

INDIANAPOLIS (WISH) — Mayor Joe Hogsett, in partnership with the Mayor’s Leadership Council on Homelessness (MLCH), has unveiled the Streets to Home Indy initiative, aiming to eradicate chronic and unsheltered homelessness in Indianapolis by 2028.

Kicking off this summer, Phase 1 targets housing for approximately 350 individuals currently living on the streets and will work to dismantle existing homeless encampments. Managed by the Coalition for Homelessness Intervention and Prevention (CHIP), the initial phase also focuses on stabilizing the Indianapolis Housing Agency. Bi-weekly meetings will be held to strategize the costs, budgeting, and timelines for subsequent phases.

The initiative plans to expand into Phase 2, which will prioritize housing and supportive services for those in shelters. Phase 3 aims to prevent around 2,500 individuals annually from entering the homelessness system. Funding sources, including Medicaid waivers, are being explored to ensure long-term sustainability.

The City-County Council has approved a budget allocation of $2.7 million for the initiative, matched by $2.7 million from the Housing to Recovery fund and additional funds from philanthropic, corporate, and faith-based contributors.

"This initiative demonstrates the power of community collaboration," said CHIP CEO Chelsea Haring-Cozzi. "Streets to Home Indy will bring dignity and stability to hundreds in need, reinforcing our belief that everyone deserves a right to housing." Mayor Hogsett emphasized the importance of unity in addressing this pressing issue, marking a significant step towards lasting change in Indianapolis.
