A man with a prior criminal record, Frank Phan, was arrested in Marion, Indiana on Dec. 6 after leading law enforcement on a chase and standoff. The Grant County Sheriff’s Office tried to conduct a traffic stop on a stolen Audi SUV, which was reported stolen out of Fort Wayne, Indiana. Phan initially stopped but then sped away, leading officers on a 12-minute chase through Marion. The pursuit eventually went off-road, with Phan crashing the SUV in a wooded area after about a quarter of a mile across a farm field. Police considered Phan armed and dangerous, leading to a 49-minute standoff in which commands were issued through a loudspeaker. The Sheriff’s Office eventually used an armored vehicle to arrest Phan, who surrendered without further incident. Sheriff Del Garcia emphasized that those coming to Grant County with criminal intent will be held accountable and placed in the county jail. The Sheriff’s Office works to ensure the safety of the community and will not tolerate criminal activity.
